For an independent recruiter the decision is not which pipeline board looks friendlier, it is which tool keeps candidates, clients, and placements straight for one person operating without a support team, and at what real price per month after the free trial ends.
Workable, Breezy HR, Recruitee, Zoho Recruit, and Manatal are the usual shortlist. Each is a real product with a real identity, and the marketing pages make all of them look equivalent. They are not. Pricing models, job caps, parser limits, and API access separate them more than any feature grid.
The short version
- The pricing model is the product. Workable sells a whole platform with employee-band pricing, Breezy sells unlimited positions at a flat rate, Recruitee prices by quote with 5 active jobs on the entry tier, Zoho Recruit sells per recruiter with a genuine free plan, and Manatal sells per user with clear budgets for small teams.
- Workable is the heavyweight: the deepest sourcing and assessment stack, distribution to 200+ job boards, and an AI agent billed by credits. Real entry is $299 per month on Standard for the 1 to 20 employee band, with a pay-per-job option around $99 per job reported by trackers.
- Breezy HR is the honest middle: a genuinely free Bootstrap tier with one active position, then $157 per month on Startup annual billing for unlimited positions and the collaboration features that matter, though API access and data export only arrive as add-ons on the Custom Pro tier.
- Recruitee, now Tellent Recruitee, is the collaboration play: careers site, pipeline automation, a large integration marketplace, and API access included from the entry tier, while offer letters with e-signatures first appear on Advance. Pricing is a custom quote (agencies are directed to Tellent for one) with the Start tier holding 5 active jobs and a one-year minimum commitment, and a one-time 5 percent list price increase took effect on January 1, 2026, applying at each customer's next renewal.
- Zoho Recruit is the value pick with a Forever Free plan that is usable for real work (one active job per recruiter license), then $25 per recruiter per month annual on Standard (10 active jobs per license), and a separate staffing edition with client portals up to 750 active jobs.
- Manatal is the budget AI pick: $15 per user per month annual on Professional (15 jobs per account, a cap on jobs created rather than just active ones, plus 10,000 candidates) and $35 for unlimited volume, with the catch that API and SSO access live on Enterprise Plus.
- Do not decide on the sticker. Decide on what the tier you need actually unlocks: active job caps, resume parsing volumes, API access, and what the export looks like when you leave.

What an independent recruiter actually requires
Before comparing vendors, write the requirement list, because an ATS for one person is a different product from an ATS for a 40-person hiring team.
- Active job volume and caps. A solo desk usually runs 1 to 10 jobs at a time, but the entry tier may hold 1, 5, or 15. The cap is often the first reason you upgrade.
- Sourcing without a team. You do your own sourcing. Database size, resume parsing volume, LinkedIn integration, and job board distribution replace the headcount a bigger firm uses.
- Pipeline and CRM in one. Candidates, clients, notes, emails, offers. The tool should track both the candidates and the client relationships around them, not just a hiring pipeline.
- Communication and scheduling. Email templates, interview scheduling, and for agency work SMS or WhatsApp channels save hours every week.
- Collaboration when it matters. You may work with a client's hiring manager or an external recruiter. Shared links, comments, and scorecards should exist without forcing you onto a team plan.
- Reporting and export. Placement numbers, source-of-hire, time-to-fill, and a clean export if you switch. Data you cannot leave with is a liability.
- API and automation surface. A real API, webhooks, or at minimum dependable integrations, so pipeline moves and parsing do not become a manual ritual.

Workable
Workable is the most full-featured platform here: candidate sourcing across hundreds of millions of profiles, distribution to 200+ job boards, assessments, video interviews, and an AI agent that sources, screens, and chats with candidates on a credit model.
The honest catch is the pricing shape: it is sold as a bundle of recruiting plus HR, priced by employee band, so an independent recruiter pays for platform depth and HR modules they may never open. Standard runs $299 per month on annual billing for the 1 to 20 employee band, Premier $599, Enterprise $719, with texting, video, and assessments as add-ons from $59 to $109 per month. Trackers also report a pay-per-job option around $99 per job for light hiring.
- The strength: depth. If you want the widest sourcing, assessments, and interview stack in one login, this is it.
- The catch: bundle pricing. You pay for HR features and employee-band pricing that a solo desk does not consume.
- Best for: a recruiter who wants a serious integrated platform and can justify the monthly rate.
Breezy HR
Breezy HR is the position-based alternative: you do not pay per seat or per job, you pay for the plan and get unlimited positions on every paid tier. The Bootstrap plan is marketed as free-forever and includes unlimited users, one active position or candidate pool, and the drag-and-drop pipeline Breezy is known for.
The documented limit is access, not deletion: Bootstrap provides unlimited access only to candidates added within the last 30 days. Paid entry is Startup at $157 per month on annual billing ($189 monthly), which unlocks unlimited positions, email and calendar integration, video interviewing, and analytics. Growth at $273 adds scorecards, e-signatures, referrals, and multiple pipelines, and Business at $439 adds offers, approvals, and advanced questionnaires.
The boundary that matters: API access, advanced reporting, SSL enforcement on custom domains, and data export/import are not on any standard tier, they arrive as add-ons on the Custom Pro plan, which includes everything in Business plus a dedicated account manager.
- The strength: a real free tier and flat pricing. One person can run it free and scale on a single predictable bill.
- The catch: the free tier only reaches candidates added within the last 30 days, API access and data export are Custom Pro add-ons rather than standard-tier features, and the step to Growth is where the useful team features live.
- Best for: an independent recruiter who wants to start at $0 and grow on one flat subscription.
Recruitee (Tellent)
Recruitee, now Tellent Recruitee, is built for collaborative hiring: a branded careers site, multi-job-board posting, pipeline automation, CV parsing, AI writing assistance, offer letters with e-signatures, and a marketplace with 200+ integrations. It is a strong choice when the recruiter is not the only person in the process.
The honest change is commercial: the old tier list (Launch, Grow, Pro) has been replaced by Start, Advance, and Optimize, and pricing is now a custom quote rather than a published rate, with the Start tier holding 5 active jobs, API access included, and a one-year minimum commitment even though monthly payment is possible. Agencies are told to contact Tellent for a custom quote. Offer letters and e-signatures are in the product but not on Start: offer letter generation first appears on Advance. Tracker estimates put entry around $354 per month, and trackers mention an 18-day trial.
On price changes: a one-time 5 percent list price increase took effect on January 1, 2026 and applies at each customer's next renewal on or after that date, so it is not a recurring escalator, and renewal fees are calculated without discounts, which means a negotiated first-year discount will not carry over.
For a solo operator the quote model makes benchmarking harder, but the product itself is one of the smoothest here.
- The strength: collaboration. Careers site, approvals, and candidate scheduling are first-class, offer letters with e-signatures arrive on Advance, and API access is included from Start.
- The catch: no published price. Budgeting starts with a sales call, agencies are quoted separately, contracts carry a one-year minimum, and 5 active jobs on the entry tier is tight for agency volume.
- Best for: a recruiter who runs hiring with clients or hiring managers inside the tool, especially in European markets.
Zoho Recruit
Zoho Recruit has the strongest free-to-paid ladder of the group and the deepest customization, because it grew inside the Zoho CRM ecosystem. There are two editions: Corporate HR for internal hiring and Staffing Agency for client portals, submissions, and high job volume.
The Forever Free plan is usable, but what it includes depends on the edition: on Corporate HR it holds one active job per recruiter license with candidate management, email management, and interview scheduling, but no branded careers site, which only starts at Standard. The Staffing Agency edition's free plan does include one career site. Paid corporate plans start at $25 per recruiter per month annual billing on Standard (10 active jobs per recruiter license) and $50 on Enterprise (20 jobs per recruiter license). Manatal
Manatal is the transparent budget pick: published per-user pricing with no sales call required. Professional at $15 per user per month annual billing ($19 monthly) covers 15 jobs per account and 10,000 candidates, and that cap is stricter than the active-job limits elsewhere in this comparison: Manatal defines the job limit as the maximum number of jobs you can create in the account, calculated per account rather than per user, so it counts jobs created rather than only the ones live at a given moment. Enterprise at $35 per user per month annual removes the caps and adds workflow automations, and Enterprise Plus at $55 adds user groups, SSO, API access, and priority support. It pairs an easy-to-learn pipeline with AI candidate recommendations and a browser extension for LinkedIn sourcing. The honest fine print: there is no free tier, only a 14-day trial, and API plus SSO live on the top plan, which matters if automation is a hard requirement.
- The strength: clarity. The cheapest honest per-user entry in this list and a UI that takes an afternoon to learn.
- The catch: no free tier, and API plus SSO are locked to Enterprise Plus at $55 per user.

What to check before you sign
- Job caps, and how they count. Workable and Breezy paid tiers are unlimited; Recruitee Start holds 5 active jobs; Zoho free holds 1 and Standard 10 active jobs per recruiter license; Manatal Professional allows 15 jobs per account, and that cap counts jobs created, not just active ones, so a busy desk hits it sooner than the others. Count your typical pipeline and buy above it.
- Resume parsing limits. Zoho limits parses per day by tier (250 to 500, then unlimited on Enterprise). Manatal caps candidates at 10,000 on Professional. Volume changes which tier is real.
- Pricing model math. Convert everything to your own desk: $157 flat on Breezy vs $299 on Workable vs $25 per recruiter on Zoho vs $15 per user on Manatal. For one person the flat models look pricey; for a small team the per-user models add up.
- The export test. Export every candidate, job, and note during the trial and try opening it somewhere else. If the export is a project, the vendor owns your records. On Breezy, data export/import is only available as a Custom Pro add-on, so confirm in writing what your tier can export before you commit.
- API reality. If you automate outreach or sync to a CRM, check that the API and webhooks are on your tier. Manatal locks API to Enterprise Plus and Breezy reserves it for the Custom Pro tier; Workable includes API access on its platform plans, and Recruitee includes API access even on Start.
- Support and regions. Texting on Workable costs extra, WhatsApp and localization differ by vendor, and EU vs US data residency changes the compliance math.
The honest recommendation
- Solo desk at minimum cost with room to grow: Zoho Recruit, starting on the free plan and moving to Standard at $25 per recruiter per month when the second active job appears, or when you need the branded careers site that the Corporate HR free plan does not include. The staffing edition covers agency volume later.
- One predictable flat bill and a real free tier to start: Breezy HR. Start on Bootstrap, move to Startup at $157 when you need more than one active position, and budget for the Custom Pro tier if API access or data export is a hard requirement, because nothing below it includes them.
- You want the most complete platform and will use sourcing plus assessments hard: Workable Standard at $299, and accept that you are paying for HR bundle features you may never open.
- You run hiring with clients or hiring managers inside the process: Recruitee, budget for a quote conversation (agencies get a separate quote from Tellent), a one-year minimum commitment, and at least the Advance tier, because 5 active jobs on Start is tight for agency work and offer letters with e-signatures only arrive on Advance.
- AI-assisted sourcing at the lowest published price: Manatal Enterprise at $35, or Professional at $15 if 15 jobs per account (a cap that counts every job you create, not just live ones) and 10,000 candidates honestly cover you and you do not need the API.
- The platform is the floor, not the ceiling. Recruiting software earns its keep when the pipeline is true, the export is clean, the API is open, and the price you pay is the tier you actually need.
